Would it be illegal to make this a computer virus and spread it around government?

ok well im pretty sure it illegal to make any kind of virus, but i found this document on the wall of an old government building in my area (did a job there), and i couldnt help but think "my god, people really did give a shit back then"

I'm pretty sure they're aware of the Constitution, and they don't bother following that. I doubt a good letter from a minor historic politician would have much effect.
 
it was a rhetorical subject line😉 and im not worried about asking because i dont intend to ever make a virus. i just wanted to set off the red flags on the auto scanners at the NSA. maybe they will infiltrate my WPA2 secured network now with their supercomputer in a briefcase, copying all 160gb of my butt sex porn. i would love to go to court and show them exhibit a through z81.
