I know it's the fault of Congress. But right now I'm mad at the Bush administration because they won't admit it's fvcked up.
They found those terrorists with a Hellfire Missile.
That was more likely the result of the military conducting surveillance.

I'm not sufficiently informed to have anything but a wild guess of an opinion. I got a hunch that most of the data for an intelligent assay of this problem is secret. Secret organizations within the government are a problem in themselves.

We don't know what happened to bin Laden and his closet cohorts; we don't know who sent the anthrax in the mail last year; we don't know Iraq's complicity in international terrorism. We don't seem to know anything. AHHHHHHHHHHHHHHHHHHH!!!!!!!!!!!!!!!!!!!

I can understand your frustration, but how could anyone tell just us and not them? Besides, these groups are almost impossible to spy on. They are generally motivated by things other than money, so bribing is tough, and because of their culture, they never rely on strangers if possible. Family, or close friends at best. Tough nut to crack.

If the CIA reveals what it knows, then it also reveals to the enemy what the CIA's intelligence gathering capabilities are. Its a no-win situation for the agency. The public yells when they don't reveal information, but if htey did reveal it, sources may die.

 
The problem with the intelligence community is that they have been relying on too much technical information rather than devoting time to build person to person relationships for intelligence gathering. This was mainly due the fact that they the intelligence community was trying to save money and overall technology is cheaper. However it is not as effective. Further the fact that each intelligence community is its own kingdom and does not want to openly share information (classic controversy between the FBI and CIA) hurts the overall intelligence gathering.
