hes wondering is he allowed to use the "hotmail.com" domain/email name on his business cards?

No, there is no problem. It is a bit unprofessional to have a free email for work but there is nothing legally to stop you, or at least nothing that anyone will prosecute.

Hotmail would encourage use of their name in any and all written material. It's free advertising.
