Heres an image of what I am talking about:
Would I need a splicer?

I have 5 fans, 5 drives (two CD, two HD, one floppy). Also one cathode (two soon). My power supply only has enough outlets for 6.
But my fans all have these extra "outlets" (in the pic, to the left is the thing I'm talking about. To the right is the normal input). Are these (to the left) for hooking up two fans into one power outlet, or are they just alternatives for people with different power supplies? If the latter, would I need to buy a splicer of some kinds?

That's just a pass-through connector. Plug the power into the one side (on the right), and a peripheral (HD, CD-drive, or fan) into the other; you can link a few of them together in a daisy-chain too.
The thing is like that so that you can plug in a fan without losing a power connector. The cold cathode kit you're getting should also have the same kind of pass-through hookup.

The 4-pin fan connector is a pass through... you should notice that the actual 4 wires are just passed through from the male to female molex with the fan wires attacheded the black and red lines. So, yes, you can use the male end connector for another device or chain multiple fans together on one line..
