would a bad vehicle speed sensor cause a bouncing idle and engine shut off

I wouldn't think the VSS affects RPM or engine performance - it should affect ABS/TC systems and of course the speedo. Speed governor as well.

Idle is usually fuel, emissions (i.e. O2 sensors), or intake related.
 
brother replaced the VSS with one pulled from the junkyard. Eventhough it's from the yard to me it's unlikely that even the junkyard one is on the fritz.
