"Work Offline" does nothing now?

Internet Explorer 11 on Windows 7 has no "work offline" option anymore.

Windows Live Mail 2012 on Windows 7 has the option on the toolbar and on the status bar, but it simply switches back to "online" moments after setting "offline." As I toggle the work offline mode in WLMail, there are no changes to "HKCU\Software\Microsoft\Windows\CurrentVersion\Internet Settings" (the GlobalUserOffline value does not exist).

What's happening here?

Do you see "In ternet Settings" or "Internet Settings?"
 
I wonder if you added the entry back into the reg would it work?? (Set its value to 1 when you wanna go OFFLINE)
 
Ya of course that will work but he is trying to find a way to make IE not communicate with the net and the only way I can see to do that is to manually add the entry back in.... (Maybe they didnt think of someone doing that)
