cliff notes version:

installed new ram sticks on mobo
attempted start, made it to windows screen, shuts down.

removed the new ram (only leaving old ones in)
comp wont start at all, no leds on mobo are on, none of the fans even start to spin.

power supply swap, nothing 🙁

please help!! what other diagnosis steps should i do?
