won't boot, but why?

This question i have is pretty simple, when a select a voltage over 1.65v on my XP it won't boot, i have to reset the Bios, i'm not sure why this happen, could be a lack of power? my PSU is a generic stuff of "350w" and i have a 30gb WD 7200rpm, a MSI K7T Turbo2 mother with an Athlon XP 1700+ Tbred A (f*ck!), any comment will be trully aprecited, if the PSU i the problem... what do you recomend to replace this one?

It sounds to me like your psu is wimping out on you. Check your voltages on the bios, then boot into Windows and check them with the cpu under full load while running Prime95. If your 12v rail is less than about 11.7, or your 5v rail is below 4.8, you need a bigger psu. Antec TruePower psu's are what most of us use, because they provide large amounts of stable power, and cost less than comparable ones. If you are hurting for money, the Sparkle and Fortron psu's are supposed to be pretty good. Here are some links for you: Antec psu's, Fortron psu's, Sparkle psu's. I would recommend an Antec TruePower, the largest you can afford, since you will be able to use it for your next few systems, if you get one with enough power.

the voltages are perfectly acceptable under full load are have very little variations while idle or full load, never less than 11.89v in the 12v rail and never less than 5v on the 5v rail...
