Everytime I read the topic, I think it says "Woman's cooter mistaken for a bomb..."

Had it been a bomb (as has happened in the past in Europe and the M.E.) then the authorities would have been faulted for not handling it properly.

The authorities are in a cannot win situation. They either react to protect the public and inconvience some innocents, or ignore their responsiblities to the public and potentially sacrifice many innocents.

In this media report, they may have over-reacted, however, the report does not say what the authorities did between the time the moped was noticed and what was done to destroy it.
They may have used a PA system to get the attention of the peple in the building first. to try and determine if an owner was present.

I other news, London police blew up a house this morning. Police claimed the house had no street numbers on it and therefore might be a bomb.
