You mean, you will be able to download at 64kilobytes/sec?
That is roughly a 512k connection. Not bad. Much much better than dialup.
If you mean a 64kilobit connection, you will be able to download at about 8kilobytes/sec.. and that can hardly be considered broadband.

But it will still be better than dialup, especially if it is 64k in both directions.
Here in the states, cable modems are generally either 3.0megabits down and 256kilobits up, or 1.5megabits down and 256kilobits up
3.0mbps = ~375kilobytes/sec and 1.5mbps = 187kilobytes/sec
256k = 32kilobytes/sec.
Of course, that's all before TCP/IP overhead, so your actual speeds will be a bit less.
