Wireless router not working properly?

I have a DLink DI-614+ wireless router set up essentially as an AP. It is connected to another router that is providing DHCP addresses for the network. The problem is that sometimes (more often than not) wireless clients cannot get DHCP addresses. Also, even when I assign a static IP it still cannot ping anything on the network even the wireless router. It seems to work fine when I turn off WEP but hat is not exactly the most secure thing to do. 😉 The most troublesome devices are the 2 Pocket PCs my 2 roommates have. My laptop has not had any trouble recently but in the past it was not working properly. I am beginning to wonder if my wireless router is defective as I cannot see anything wrong with any of the settings. BTW, both routers are DLink and they have the latest firmware.
 
People like to think that the Wireless part of a Wireless Cable/DSL Router is a regular Access Point (AP) that was put in the same plastic case with a Wired Router.

Unfortunately it is not so. The Wireless part of a Wireless Cable/DSL Router is a limited AP that depends on parts of the Router circuitry and programming.

A lot of time using the AP alone does not work at all, sometimes it works quirky, very rarely it works well.

If your settings are correct, and it does not work well, sell it and buy a normal AP.
