WinXP: Restricting User Access

I have looked into the local computer policy and group policy but I don't really see what I am looking for. If anyone has some solutions for me on the following that would be cool, otherwise if you got some helpful links then thats cool too.

What I want to do for everyone except ADMIN (of Course)

Disable COntrol Panel
Disable Downloads (all)
Disable Software installs
Disable IE Options Menu
Disable Viewing Hard Drive

Basically I want it so users can only use the internet and programs that I have already installed. I don't want people to change important settings.

Any Ideas?
