WinXP: NVidia display tabs only visible to Administrator

Exactly what the topic says, none of the NVidia specific tabs in Display Settings are not available to users who aren't admin, how can I change this?

Also, I just recently dropped my everyday user accout from administrator to power user, now I'm plauged messages telling me I don't have proper permissions to run many programs on my root drive such as IE. I added permissions to the IE directory to let power users run IE as well using xcacls, but I only consider it a quick hack just to get IE running. I'm sure theres a better way to do this? Glad to provide any other necessary info. Thanks!
 
Sounds like you are probably using WinXP, but could also apply for Win2K as well:

You need to fool around with your Policy Editor settings....Start > Run > gpedit.msc

Here are some details on how to change some settings on Policy Editor for WinXP.
