WinXP Installer Problem

Okay, I upgraded to XP from Win ME and so far it hasn't given me any real (significant) problems.
Except... on several different occasions I'll try installing something (i.e. Tweak XP, 3D Studio Max R4 in this case, etc...) it gives me this error while trying to open the installation wizard.

Windows Installer
The Windows Installer Service could not be accessed.
This can occur if you're running Windows in safe mode, or
if the Windows Installer is not properly installed. Contact support...

I dunno what this is talking about or where to begin on fixing the problem. Damn I hope this isn't gonna require a format to fix.

i tried the upgrade from me and was getting lots of bluescreens,.a clean install took care of the though. i just let xp do the format when i installed
