WinXP: How do I format removable media without admin rights?

I've got a USB thumb drive that is acting a bit wonky. I was hoping to format it, and maybe check it for errors in XP. Any way to do this without admin rights? Would using 2k allow me to do this?
 
I just tried with Win2000 and it will not allow me to format. I could go Start > Run > cmd, then use the ol' runas /user:Administrator cmd to get an Admin-level cmd box, and then format it from there, if that's any use...

I don't have admin rights on this computer/domain. I guess it'll have to wait till I get home. Thanks!
