WinXP & DVD problem

I have installed Windows XP ver.2002 and I bought WinDVD 3 DTS version because it's WinXP compatible. The problem is that I can't play any DVD movie region2.When I open WinDVD it starts to play but the screen is black and the time counter stays at 00:00.The play option is greyed as if the movie is being played normally! I also can't rip any movie with any rip-program.I think that it isn't a hardware problem as I could see all region movies previously with Win98Se installed. My DVD drive ASUS E608 is surely RPC-1 patched as I have changed a lot of times the region setting.I also believe that WinDVD isn't to be blamed,as with PowerDVD 3 I met the same problem.I suspect that for a very strange reason my drive has been locked or Windows think that it has been locked as all rip programs can't decrypt key 1 or can't unlocked drive,as they claim. With Win98se I hadn't any problem as I had ripped many movies.I would be grateful if anyone could help.
