WinXP application stall on initial start

I've been having this problem for a while, and haven't figured out what's causing it. Whenver I start programs, be it word or IE or notepad, my computer hangs for 3-5 seconds when loading the program, but once its loaded it runs fine. It also takes forever to Show the desktop when minimizing all windows. I'm running an Athlon Xp 1700+at almost 2Ghz(overclocking is not a problem I have the same problem at stock speeds or underclocked) with 512MB and a 7200rpm harddrive. I'm also running a 9700nonpro and my MB is an Epox 8rda+. I've installed sp1 and most of the critical updates, but I can't really pinpoint the cause of these suggestions, I really dont feel like reinstalling windows, so I'd appreciate any help you could give. I've also tried stopping most of the windows services from running but that didn't help at all.

is your hard drive in DMA or PIO? hit windows key + pause/break, go to hardware tab, device manager, and check the properties for your IDE controllers.

DMA mode is enabled on my harddrives, That was one of the first things I thought of too.
