WinXP and Transparent icon text borders

How do I enable this in WinXP so my icons do not have colored squares around the text? I know it is enabled by default, but the installation they use here at work has disabled it.

Computer Properties (Start + Pause), Advanced, Peformance Settings, and make sure "Use Drop Shadows for icon labels on the desktop" is enabled
