You unrar it and get a .bin and .cue and then use CDRWin to burn it to a CD like cloudchief said.
A .bin is the data of a CD, it's a CD image. the .cue is like a table of contents sort of..tells the program where the data belongs, and the actual data is in the .bin
You need CDRWin to burn it, it's an excellent program, I have a license for it and it's copied anything I've thrown at it.
It's also extremely easy to use.
