WinME-display gets corrupted, fixed by game - Why?

Every once in awhile my screen will get horizontal lines that get worse when you scroll the window, usually standard WIndows apps like IE 4 and Outlook Express. I've found that switching to a full screen game (Sims and ReVolt for example) will correct the problem. I can immediately minimize the game so I can quickly get back to where I was. It's a Dell Dimension 4100 with an ATI Rage Pro 16 MB video card. I've been through all of Dell's suggestions with no change.

It sure seems like the way it gets fixed should be a clue. I never did understand how programs can do away with the standard Windows interface (title bars, menus, even Task Bar) and revert to something that looks more like old DOS applications, i.e. do whatever they want with the screen. Is it switching the video card to some other mode, or something like that?

It certainly is switching the video cards settings around. I would try palying with the display properties to get them where the monitor and video card can live happily together.
