Windshield decal/sticker holder?

I was shopping at Menards a long time ago and remember seeing something that you stick your decals to, i.e. parking permit and stuff, and that whole thing sticks to your windshield, and is easily removable. I just moved to another state and am no longer by a menards anymore unfortunately.

I did a couple of google searches and have found nothing at all!

Any ideas?
 
Are these stickers with sticky side facing outwards? For these, you can go to a vinyl sign or graphics shop and ask to buy a 1 ft piece of clear static cling vinyl. Stick the sticker on the non-static side and put the other side to the glass.
 
it makes it easier to steal.

permits are once a year type of deal. I've never had a sticker take me longer then 15minutes to remove. Most take about 3-5, other then the lincese plate sticker that thing never comes off. I much rather do it the normal way then risk someone stealing it.

in chicago we had people break windows and sit there peeling off the window stickers which is a total cost of $65.
 
magic cling or sometime like that lets you stick the sticker to it and it then sticks to the glass. It peels off easy. People use them here as everything boating/beach requires a decal it seems and it's only good for one vehicle.
 
I once tried sticking a toll RFID tag to a piece of plastic. Somehow that prevented it from working and I had to get a new one...
