Uh..no. The person that said that is either messing with you or very dumb 😉

A P4 doesn't have a 133Mhz bus (100Mhz only, it's QDR so you get effectively 400Mhz, but the actual clock is 100). I'm sure that WinXP will install on a P4.

Neither does the Athlon 550 I installed XP on.
 
Definitely not even remotely correct. I've installed it on many processors utilizing FSB speeds as low as 66MHz.
