WindowsXP and explorer/Internet Explorer; help please

Something is wrong with explorer on my computer. Here are the "symptoms"

1) To open a file I download, i have to save as and then open the file. I can't do open file from location (aka from temp internet files) because it will just say something to the effect of "the file doesn't exist"

2) When I try to extract something in winrar or winzip, i can't drag to extract. I can only use the extract to folder

I'm pretty sure this is something to do with internal windoze settings but I could be mistaken. Any help is greatly appreciated.
