i apologize for my ignorance.

sometime, internet-connection fails, i've got to start the download again from scratch, wasting lots megabytes of the monthly internet-allocation. also, i'm thinking about internet-connection fail when we'll download windows 10 upgrade (i read it's 3 gigabytes)

is there something (is it called download manager?) that can manage/control downloads of the WindowsUpdates?

Windows uses 8.1 BITS to download patches and update which automatically resumes a download when it fails.
