Windows XP starts up by itself after shutdown any advice?

I just built a computer for a friend and seem to be having a slight problem. Everything works great on the computer however when I go to shut down the computer it will start back up by itself after it shuts down. Any Ideas? I heard EZ CD creator has conflicts with windows XP if the version was 4.02 and older so I downloaded the new drivers and nothing seems to work. I know I put all the wiring in the right place on the board. So I thought I would hit the trusty ol forums here and get some advice. Here are my specs for this computer:

Windows XP Home
Athlon 2200XP
256mb DDR PC3200 ram
ECS KT600-A Motherboard W/lan & Sound
Radeon 7200 32mb card
17" LCD monitor
350Watt power supply

Are you selecting "Standby" from the shutdown menu? Some programs that dwell in the system tray won't let the system standby.

Perhaps there is something wrong with the power button in such a way that the two power-on jumper-pins on the motherboard are always shorted...
