Windows XP Refresh Loop?

When I boot up, I usually click on my desktop to make the Start bar auto-minimize. I noticed that when I did it this time, things didn't act as they normally do. The top-most icon was selected, and seemed to be refreshing very fast. I tried to select another icon on the desktop, but my selection seemed to be ignored and it jumped right back to the original icon. Mousing over any icons immediately displayed the popup tooltip, without any hesitation or delay as you'd normally find. Opening up Windows Explorer, I found that the problem continued there. It automatically selected the top-most icon (Desktop) and refused to let me choose anything else. Same behavior as before. I figured out that if I hit F5 and manually refreshed once on my desktop, everything stopped and went back to normal.

Has anyone heard of this or have any ideas of how I could stop it?
