We’re currently investigating an issue related to the forum theme and styling that is impacting page layout and visual formatting. The problem has been identified, and we are actively working on a resolution. There is no impact to user data or functionality, this is strictly a front-end display issue. No functional differences. Not sure if you have to activate OEM. Main difference is that you can only buy OEM with hardware, and it's cheaper. OEM is what you want, since you're building a computer.

You have to activate Oem the same way you activate retail. Retail comes in a pretty little box and manuals and whatnot. OEM, you might get a manual, but other then that nothing fancy. Your technically only supposed to buy OEM with the purchase of hardware. However, I've bought like 10 copies of OEM software before along with 3.99 mouse from a website.
