Windows XP Pro problem

My taskbar and things look like the old windows version and not XP. I checked settings and they are set to the XP settings, but they arent working. I've restarted a million times and dont understand.

How are you setting to change the look and feel, and how did you check it ?

you ahve to right click on the background and look at the tabs.............maybe mines just gliching
