Windows XP, Power saving options

I have been running my computer so the monitor shuts off after 15 min. of not using. All of a sudden I have no power saving options. I can't choose to do anything in Control panel for power options. Where did this all go? The Power Management icon is still there but can make no selections. Any ideas? I just put in a new video card and changed from a regular vga cable to a dvi to dvi cable. Could that have anything to do with it?
 
Some manufacturers offer enhanced power-saving features in their own driver/software packages. Check and see if the options are there.

Yes, try different video drivers.
