Windows XP must be purchased with hardware?

I did a search of Pricewatch.com for the cheapest full verision of XP home. I found a lot of prices under $90, but all say the following:

Includes Windows CD, Ownership License, and manual. Microsoft Software is to be purchased with computer hardware.

Can I just order a case fan for $4.00? Does that qualify as hardware?

my local dealer told me you have to buy a CPU and motherboard (I think that was the 2)

or a full system.. to buy the OEM version.. not for the retail version.

it's the OEM version, just buy the god damned retail version.

So, excuse me, what?s the deal with OEM XP?

I?d like to upgrade soon and while I?m at it I?d like to get a new 60-80 GB hard drive. Can?t I buy the OEM version with a hard drive from any vendors, or is it CPU/MB only?

A Hard Drive purchase should qualify for the OEM price. Another option that the more shady vendors employ is to sell OEM software bundled with a AMD 586 chip that is worthless. Sometimes the chips even have broken pins.
