Windows XP hangs at bootup when i am UNDERCLOCKING the CPU..

My gf's computer is overheating and it is in a slim profile case. I cannot add anymore fans as that will increase noise. The only option left is to underclock the CPU. I went into the bios and changed the multiplier into 8X 200Mhz

I checked the Heatsink and there is no problem with the assemby, the only time when it overheats is using CPU intensive task

The original CPU is a venice AMD 3000+ running at 1.8Ghz. When I set the new multiplier, the computer will not boot into windows and would lock during the windows bootup logo.

The motherboard is ECS RS480-M and it has one stick of PNY DDR PC3200 RAM.

Please let me know what I am doing wrong?

Check to see if your HSF has good contact with the processor's heatspreader.

RMA the CPU or the heatsink. If the CPU overheats, one of the two are defective and should be replaced.
