I just bought a seagte 200gb harddrive and XP sees that the harddrive is 190gb, but shows that its only 130gb of free space. Can I partition the drive so that windows will recognize it?

download it if you have a fast connection. Or PM me your address and I can mail you a copy on cd. If you are using a hacked or blacklisted copy of XP then SP1 wont install.

Yes, make a 10GB c: and install windows on it. After you apply SP1 you can use disk mgmt. to partition the d: to one big one.

Wont Winxp see the extra space dynamically after SP1 is installed?

Why do you need to reinstall?
