Windows XP Autoplay for USB or not currently installed drive.

im looking to turn off the auto play (as opposed to autorun) feature that begins searchig USB and firewire devices that i plug into my machine.
since they are not currently installed or are not always installed, i was wondering how i would change the setting universally.
i have found a program that does it but was looking for a simple setting change i was missing...maybe a reg key to look for.
