Windows won't load if new Chaintech sound card is in PCI slot

alright, down to the final details...any idea what could cause this? I've tried different PCI slots as well, it just doesn't load whenever it's installed on the system.

edit: old soundcard works fine, new one still causes a halt in the loading. I haven't had to try figuring out IRQ conflicts in so long, could that be what's causing this?

heeeeeeeeeeelp, I always have something playing through my system, I'm dying here.
