Windows will not start up

My in-laws have a Dell Dimension E310. Going into Windows XP gives them a blue screen with the error code of "Stop: 0x0000007E (oxc000001d, 0x80537008,0xf79d93b8, 0xf79d90b4).

The system will not go into safe mode as it hangs after the rolling text screen where it is loading drivers. I have run the included diagnotics Dell puts on it and the hardware seems to pass all of the tests.

They did not receive a windows cd with the computer as I was thinking about doing a recovery using that. The system does have something called "PC restore", but reading that, it seems to indicate it will delete everything on the drive.

Any ideas on where to go from here?
