Windows web hosting question

For my business needs I need to install a certain piece of software. It is a server of a kind, and runs only under Windows Server 2000 or 2003. When it is installed, contractors will be able to connect to it and upload/download certain data from it.

My question is: if I purchase Windows hosting, will I be able to install this software on the machine? Or do I need to buy/rent my own box and pay for colocation services and all associate costs (rack rent, management fees, etc).
