Windows Vista

Do you believe that the fact that people will have to buy decent graphic cards to be able to run windows (Vista), that people will start using the pc more for gaming?

uhh, depends if its necessary for people to update to vista, also depends on what games are comming out on pc (halo2!!)

IIRC there will be some available eye candy for those that have the graphics firepower, but even that won't require anything too exotic.

...however right now they are saying that a PCI-E interface is required to use the Aero Glass interface.

Which is strange because the minimum supported card is a Radeon 9500, which I believe is AGP-only.

But the OP didn't say anything about eye-candy. He said you would not be able to RUN Vista without a new videocard. Which is patently false.

This is not true; I've got Vista running on a couple of AGP video machines. This page has some general information about the video card requirements for Aero:

I don't think it requires a PCI-E because I believe my T42 has an AGP interface and I got the Aero Glass eye candy with it.
