Windows Vista language options?

In Win XP you could go to regional settings and under the advanced tab you could install additional languages for your windows to display. This is gone from Windows Vista apparently, because some dolt decided to move stuff around.

I'm trying to get Russian to display. I seem to be able to type in Russian fine, and view Russian web pages correctly, but my internet explorer bookmarks show up as "___________" So I'm thinking they are in a different language.
