I already know it's bullshit. I guess my question is is it some kind of DRM thing, or just marketing bs?

I think it is a ms vista requirement in order to view high definition drm protected content.

However, I have seen "Vista Certified" monitors that did not list HDCP in their specification

Is it just a meaningless certification, or does it indicate that the monitor in questions supports HDCP over a DVI-D or HDMI connection?

I think it just means that it is certified to work with Vista. What else would it mean?
Most monitors, mice, and keyboards should work with any OS anyways, so in a sense it's meaningless marketing, I guess for the folks that actually look for a "Vista Certified" logo on them.
