Windows Vista 64 bit problem

As posted in the topic I can not turn on or off any features in windows. I get the same error over and over. The only thing I have found to fix this is reinstalling the OS using the upgrade option. I can't do this however because my disks don't have SP1. I tried uninstalling SP1 and then doing the upgrade, but still would not work and just gave me an error and reverted to a previous restore point. I was able to reinstall SP1 and I have no other real issues, but still can't turn on or off any features.

Anyone have any options that don't involve reformatting and reinstalling? This is all the MS forums will give me as an option, but they can't even confirm that after the reformat and reinstall anything will change. Could waste the better part of a day reformatting and the problem still exists.

Any unusual software installed,what AV/firewall are you using?..Btw how are you installing SP1 via update or stand alone version?...,I would download SP1 on its on and install that if you tried SP1 update via Windows.

You might have to resign to Microsoft's idea of a reformat solution if nothing works.


 
No unusual software or hardware installed. Just a decent amount of games and applications like office. I run Avast home AV. I updated to SP1 originally from the updates. When I tried to uninstall it (SP1) and use my widows CD to reinstall vista with the "upgrade" option (avoids having to reinstall all your programs) I got an error and windows canceled the installation and restored from a restore point automatically. I tried it again and same problem. Then I just put SP1 (update not standalone) back on and figured my only option is going to be finding someone who has a copy of vista with SP1 so I can just use the upgrade option and not have to mess with uninstalling SP1 and reinstalling.
