What is a "Windows Update Reset"?
A "Windows Reset" wasn't introduced until Windows 8.
Just guessing here, but the MS Windows Update repair tool (if that's what you're talking about) makes a number of changes to the registry. I would doubt the registry settings in Vista are the same, but who knows? You'd probably be OK giving it a try as long as you set a Restore Point first.
Is anything truly safe?Is it safe to do WUR on a old Windows Vista PC?
I ask as I've done many things with on PCs but I've never come across, amazingly, doing a Windows Update reset.
Any ideas?

As always, you need to make a update anytime you dive into doing something like this.
That said, that isn't a total reset, that is for a very specific item to fix--How do I reset Windows Update components It may or may not work.

What error code(s) are you receiving when updates fail to install?
Win8 and prev: Control Panel > Windows Update > View update history > double-click on an update for the error code.
There are no code errors it just sits at "Downloading" updates
