Windows Update Problem

Same computer as the one in my post below. What is happening is when he goes to Windows Update, it runs the scan and shows available updates but when he trys to view the updates, it loops back to the screen where you run the scan. It does this over and over. As mentioned below, he has reinstalled the OS but it is still happening.
