windows to mac

If i have a pci express audio card that works for windows can i put that in a mac and use that? If the mac has windows installed in it

As long as the mac supports the type of card, hardware-wise, then yes the operating system will be fine with it.

as long as there's actually a physical PCIe slot that'll take the card you're plugging in, yes of course it will work

and my last question is where can i buy parts that work for a mac? like a tv tuner or audio card

There may be a few PCI sound cards that would work under OSX, but none that I could specifically name. No Creative sound cards have OSX drivers.
Most dual-boot situations tend to only use the onboard Realtek audio.
As for TV tuner cards, there exist Mac-specific cards, but no dual-use/dual-boot (Windows and OSX) TV tuner cards.
