windows task manager is strange...

Normally when you ctrl-alt-delete then go to task manager, it has a menu bar at the top and such where you can 'Run...' and do other stuff.

Well.. that menu bar is gone! this leaves me clueless.. now the task manager is just a resizable frame with no menu bar or any buttons.
