windows take a while to start up..why?

I believe recently my computer had a brown out because my power supply stopped working and my surge protector is old. So i bought a new power suppy and new surge protector and everything works fine. However, I noticed that the OS (win xp) takes a bit longer to load up. After the windows logo with the load bar at the bottom, it blacks out for a while. This didn't happen before. Are there any other hardware that could be damaged during a brown out? possibly motherboard or harddrive related?

Should I just reformat?

Any electrical equipment can be damaged by a brown out, especially sensitive computer components. Could be your motherboard, ram, hard drive, or just about anything.

Invest in a good quality UPS, and your chances of having something ruined by a brown out are extremely low. A surge protector (even a brand new fancy one) does not protect you from a brown out. It only protects from surges (spikes).

oh...maybe it wasn't a brown out and it was the spike in the surge protector. sorry my definition of a brown out is wrong then. because my old surge protector was about 8-10 years old. and i'm sure it cannot handle 550 W from the power supply. does the same apply?
