Are you refering to UAC on Vista? If your getting alot of prompts I'm guessing your installing or updating your machine. In normal use you should get very few notices. I highly recommend you stick it out a few more days to see if you agree and if so leave it on (its very effective in keeping your box from getting malware).

 
no I am not installing or upgrading vista and yes I am tlaking about the UAC... I had the UAC disabled before but all of a sudden it just starts again. I just forgot how to turn it back off
 
bsobel didn't mean installing/upgrading vista he meant installing/upgrading specific software (as generally that what causes UAC to ask for permission), what specificaly are you doing when UAC pops up?
