Windows Re-install

My roomie was having some problems with his laptop the last few days, and it came down to it that he had to re-install Windows (XP MCE). It seems to be working fine for him, except his hard drive was/is partitioned into essentially a section for his OS and then another section for data/storage. Now, Windows is working fine and he has full access to the OS partition, but he is unable to navigate to the data/storage partition through My Computer or anything like that. Windows Disk Management recognizes the partition however, but it is classified as a healthy "unknown partition" and he can't access anything stored there. What can we do to try to make Windows recognize this partition?
 
He's going to have to use some type of data recovery program to get the data off of there. That's a problem I've run into before and 9/10 times the data is actually there but with no way to get to it without some sort of data recovery program, your friend is going to be out of luck.
