Windows program for managing todo list, accounting, phone book, notes, etc.?

My dad asked me for such a thing. He wants a program to manage his schedule, appointments, notes, phone book. It has to be offline as he refuses to get internet access and also password protected.

I'm pretty sure there's such a thing, but since I don't use something like it I don't know where to look for it.
