Windows not installing desktop icons properly or something

JUst started doing this on my latest reformat/reinstall (12/31/14 @ 8:30 pm)

in the first image you see how it looks on my desktop, also when I right click I dont even get the option to change icon

yet when you go into folder browse view like when you are going to open a file, the icon shows up correctly as it used to on the desktop

anybody know what could be the cause of such an oddity?

Try rebuilding the icon cache. http://www.sevenforums.com/tutorials/49819-icon-cache-rebuild.html

Seems odd you would have to do that with a new install though.
