Windows ME tweaks and problems

My problems with ME:- (upgraded over 98 SE)

1. Screen reresh sometimes "slows down"; no hanging tho. (Total RAM 256 avail.; at startup - around 170)
2. Adobe Photoshop stopped working altogether (even with re-install)
3. "Windows Millennium Edition Preview" is stuck onto my start up and fails to run everytime. All I get is a white screen. (script error, it says) My workaround is to do selective start up using MSCONFIG but question is: where the heck can I find the command line and get rid of it???

Any suggestions?
